Abstract.
The article deals with the issues of establishing and the reasons for further reforming the economic departments of the Soviet state security agencies and personnel policy in these departments during the period of 1921-1929. The changes in the economic policy of Soviet Russia in response to internal and external threats to the state and, as a consequence, the restructuring of the economic bodies of Cheka (the All-Russian Extraordinary Commission for Combating Counter-Revolution, Speculation, and Sabotage, also known as the Cheka)-GPU (State Political Directorate)-OGPU (Unified State Political Directorate), are revealed. The article shows that the reorganization of the departments and personnel appointments contributed to the solution of the tasks assigned to the Chekists.
