Abstract.
The article analyses the measures to counteract drug addiction under formation and consolidation of the Soviet power in 1917 - the 1920s. The authors identify the factors, which predetermined the impetuous growth of drug addiction in the period of the Civil War and foreign intervention, characterize the social structure of the drug users. The paper shows the process of formation of the Soviet anti-drug legislation and concludes on relatively high efficiency of anti-drug campaign in Soviet Russia and the USSR in 1917 - the 1920s, which was determined by strict, often repressive measures towards the persons producing, distributing or using drugs.
