Restoration of voting rights in the villages of Priazovye at the turn of the 1920s–1930s

Abstract.
The aim of the study is to demonstrate how the institution of restoration of voting rights actually functioned, based on court cases involving peasants from the Priazovye region in the late 1920s to early 1930s. The article examines, in concrete terms and dynamics, using the example of the institution of voting rights restoration by peasants of Priazovye, how Soviet legal culture historically developed, and what the real relationship was between “revolutionary legal consciousness,” formal Soviet legality, and law enforcement. The scientific novelty lies in the analysis of 180 previously unstudied archival cases concerning the deprivation and restoration of peasants’ voting rights handled by commissions responsible for reviewing affiliation to kulak households and deprivation of voting rights. These cases were conducted in the now-defunct Fedorovsky and Taganrog rural districts. Various grounds and strategies for the restoration of voting rights are identified, reflecting the realities and legal culture of those years. The study reveals that the institution of deprivation and restoration of voting rights in collective farms evolved over time. On one hand, collectivization became a factor complicating the restoration of voting rights for the “disenfranchised,” as any actions against collective farm campaigns and dekulakization were viewed as additional grounds for deprivation. However, as rural problems intensified and the regulatory nature of the institution stabilized, opportunities for restoring voting rights for certain categories expanded again.
