The fight against dilapidated and derelict housing in Tatarstan during the crisis in 1993-1995: initial results and problems in implementation

Abstract. The purpose of the study is to analyze the first unsuccessful experience of implementing the housing policy of the Republic of Tatarstan to combat dilapidated and derelict housing during the economic crisis of 1993-1995. A comprehensive analysis of the reasons for the failure of the first republican program for the elimination of dilapidated and derelict housing in 1993-1995 was carried out on the basis of archival documents and periodical press materials being put into circulation, which accounts for the scientific novelty of the study. It is shown that by the early 1990s, the problem in the republic (especially in Kazan) had reached a critical level, accumulating since the Soviet period. The adoption of the Declaration of State Sovereignty of Tatarstan in 1990 gave the region the legal tools to implement an independent housing policy in the field of combating dilapidated housing, but at the same time led to the loss of support from the federal center, which complicated the situation in a systemic crisis. The key reasons for the failure have been identified: underfunding, hyperinflation, and poor coordination between participants in the housing program. Unlike the works that focus on Tatarstan’s housing successes in the late 1990s and 2000s, the article focuses on the failed experience, its systemic causes, and its role in the evolution of the regional housing policy. It is shown that it was this unsuccessful experience that was comprehended by the leadership of the republic and formed the basis of a more successful program implemented in 1996-2004 (changes in the financing system, the introduction of a tax on the liquidation of dilapidated housing, the creation of the State housing fund under the President of the Republic of Tatarstan).
