From information warfare to neutrality: the transformation of anti-British propaganda in the Russian official press on the eve of 1812 (based on Severnaia Pochta, or the New St. Petersburg Gazette)

Abstract. The aim of the study is to identify the conception of Russo‑British relations presented to the public in the official Ministry of Internal Affairs publication Severnaia Pochta, or the New St. Petersburg Gazette in 1811 – first half of 1812. The chronological scope covers a period characterized by Russia’s formally maintained participation in Napoleon’s continental blockade of Great Britain and by the looming war between Russia and France. The article analyzes the newspaper’s coverage of the political and economic situation in Great Britain during the period under study and examines how Severnaia Pochta reported British military and diplomatic events to its readership. The scientific novelty of the research lies in the fact that, for the first time, a continuous analysis of Severnaia Pochta’s issues for 1811 – first half of 1812 has revealed the image of Great Britain that the paper offered to its readers at a moment when Britain would soon become Russia’s ally against Napoleonic France. In those pages Great Britain appears as a state that successfully weathers the difficult period of the blockade of its goods through internal anti‑crisis measures, establishes diplomatic contacts across the world, and achieves notable successes in military confrontation with the French on the Iberian Peninsula. The study finds that in 1811 – first half of 1812 Severnaia Pochta maintained a benevolent informational neutrality toward Great Britain; lacking the opportunity to speak openly about a Russo‑British rapprochement before the final break with France, the newspaper nonetheless allowed readers to perceive a warming of relations between Russia and Great Britain.
