The status of the “lishentsy” during the New Economic Policy period, 1925-1928 (based on materials from the Penza Governorate)

Abstract.
The article examines the situation of the “lishentsy” (the disenfranchised) during the late New Economic Policy (NEP) period (1925-1927) on the example of the Penza Governorate, provides a historiographical overview of the stated problem, and offers a comparative analysis of the legislative and regulatory acts of the period under study. The aim of the research is to reveal the causes of the tightening of state policy toward the “lishentsy”. The article considers the main reasons for the increase in the number of “lishentsy” after 1925, the nature of changes in the legal framework concerning the “lishentsy” during the late NEP years, and, on the basis of archival data, presents statistics on the number and composition of the “lishentsy”. The scientific novelty of the study lies in the establishment, for the first time, of a causal link between the tightening of the All‑Russian Central Executive Committee (VTsIK) normative framework (1925-1926) and the formation of a repressive discriminatory policy at the regional level. The policy of depriving citizens of electoral rights in the mid‑1920s is examined from three perspectives: historiographical assessments by Soviet and contemporary researchers; the tightening of the normative base (based on a comparative analysis of VTsIK instructions of 1925-1926); and regional practices of implementing this policy (illustrated by archival materials from the Penza Governorate). This approach makes it possible to demonstrate systematically how local practices and the normative changes of 1925-1926 became an important stage in the formation of mechanisms of political control, laying the groundwork for subsequent repressive campaigns of the late 1920s-1930s.
