ON THE QUESTION OF THE CREATION OF COMPETITIVE HIGHER EDUCATION

Abstract. The article considers the issues of reforming the system of higher education, organization of educational process in higher educational institutions. The author denotes to separate legal problems of modern educational legislation, the transition to new Federal state educational standards. According to the author, in the educational legislation the universality and unity of mandatory requirements to the content of education are not clearly visible that is contrary to the most important principles of unity of educational space of the Russian Federation and the continuity of basic educational programs.
