Abstract. Liberalization in Russia begun in the beginning of the 90s years is the complex and inconsistent process. The consolidation of liberal values in the consciousness of the Russians demands the change in their consciousness. The concept of liberalism is built on the principles of individualism, freedom, equality, observance of laws, guarantee of rights, etc. These values were generated in the history of political idea. Therefore the given work is devoted to the analysis of liberalism development in England of the XIXth century.
