THE FORMATION OF THE CONDITIONS OF THE COMPLIANCE OF THE TREATIES ABOUT MUTUAL ASSISTANCE OF THE USSR WITH ESTONIA, LATVIA AND LITHUANIA (1939): TREATY OBLIGATIONS REALIZATION PROBLEMS

Abstract. The author analyzes the documents regulating the soviet troops (forces) relations with the population and authorities of Estonia, Latvia and Lithuania during the period from autumn 1939 till summer 1940, shows the complex developmental character of these relations and pays special attention to the most typical problems and their causes in the reached agreements realization practice.
