Abstract. The author shows that on the one hand state idea is the most important tool for life quality regulation, and on the other hand forms the very idea of life quality. In its turn, state idea is formed within one or another cultural-civilizational paradigm, which is reflected in the social-cultural functions of state. Currently, society development is in crisis caused by the change of cultural paradigm, which requires the development of new state idea.
