Abstract. The author reveals the content of the notion circulation of elites, suggests the interpretation of this notion as a social circulation and as a political circulation, determines the types and historical forms of social circulation, emphasizes the key factors influencing the circulation of elites, and suggests the interpretation of certain propositions from V. Pareto's theory devoted to the circulation of elites.
