Abstract. The author considers the social policy features of separate enterprises within Bryansk district of Orel province at the end of the XIXth - the beginning of the XXth century within the framework of the formation of primary, handicraft and secondary technical education, and tells that the study of archival materials allows revealing the role of prominent industrialists, entrepreneurs and public figures (S. I. Mal'tsov, P. I. Gubonin, V. N. Tenishev, M. K. Tenisheva), who solved the problems of illiteracy among factory population and the appropriate qualification of manpower resources, and also contributed to the social-cultural development of the district under consideration.
