Abstract. The author analyzes different approaches to physical culture understanding, aims to reveal the essence of physical culture as the object of state policy, compares the legislative and political aspects of physical culture, formulates the authorial definition of physical culture, and suggests his own criterion of state intervention limits in the sphere of physical culture and sport.
