CENTRAL AND LOCAL GOVERNMENT IN THE RUSSIAN EMPIRE: PROBLEM OF INTERACTION BETWEEN STATE DUMA, COUNCIL OF MINISTERS AND CAUCASIAN GOVERNORSHIP (1905-1917)

Abstract. The system of the Caucasian governor-general’s relations with the new power institutions (Council of Ministers and State Duma) of the Russian Empire, which appeared during the political reform of 1905-1906, is analyzed. The author reveals the reasons that did not allow establishing a necessary interaction between them. Split and conflicts within the government camp reduced the efficiency of the Caucasian governor-general’s work complicating difficult situation in the region.
