ACCESS TO INFORMATION AS CONDITION FOR ENSURING STATE ADMINISTRATION TRANSPARENCY

Abstract. The author considers the topical questions of ensuring state administration processes transparency, pays particular attention to the policy of the authorities’ information openness, to the problems associated with the implementation of citizens’ rights to the acquisition of the information on public authorities’ activity over the Internet, and analyzes the current state and prospects of forming the conception of "Open Government" and the legal consolidation of "open data" publication.
