LEGAL REGULATION OF CERTAIN CATEGORIES OF PASSENGERS TRANSPORTation BY PUBLIC TRANSPORT

Abstract. The author discusses the moral and legal aspects of the problem of violating the norm that requires giving up one’s seat to passengers with children, pregnant women, disabled and elderly passengers, which is designed to protect motherhood and childhood, and represents the social policy of the state; researches the reasons of this problem origin under the modern conditions, considers its legal settlement in the federal and regional legislation, and makes suggestions contributing to the resolution of this problem.
