Abstract. The article is devoted to the peculiarities of the formation of civil society and public policy in Russia, their inseparable dialectical connection, the characteristic of their modern state and the possibilities of real movement and achievement of new quality by the Russian society on the way of the improvement of civil society institutions, advancement to democracy and the law-governed state.
