"ELITES’ UPRISING" IN DISINTEGRATION OF THE USSR

Abstract. The paper introduces the notion "elites’ uprising" relating to the period of perestroika in the USSR. "Soviet elites’ uprising" became a process, with the help of which the dismantling of the party state, communist ideology, national (state) property was accomplished. The phenomenon of elites’ uprising was caused by difficult multi-component conflicts between various groups of high-ranking functionaries, in the first place, between the union and republican groups of high-ranking functionaries.
