Abstract. The article presents the philosophical reflection on the social factor of the strategy of the Russian-Chinese trade and economic cooperation in the near-border regions. This is substantiated by the fact that the social meaning of the near-border provinces development is defined in the Chinese conception of regional development. The address to the hermeneutic circle has allowed the authors to isolate the social factor in the strategy of cooperation. It characterizes the following: innovation activity, social infrastructure of near-border regions, social potential of small business, labour migration, and availability of specialists in the partner country.
