Organizational Approaches to Census Campaigns in Western Siberia (by the Example of Agricultural Census and Urban Census of 1917)

Abstract. Relying on archival materials and published sources, the article examines organizational approaches to agricultural and urban census campaigns of 1917 in Western Siberia. Functional duties of district supervisors, regional supervisors and district registrars are identified. During the census campaign, special attention was paid to the procedure for filling out personal records. Well-thought-out instructions simplified significantly the process of statistical data collection and helped to obtain comprehensive and reliable information.
