Abstract. The article shows the integrated conceptual base of the higher education institute innovative development abroad. The organizational, social-and-economic, political, legal, national-and-mental and other factors of foreign universities innovative development efficiency are considered. The possibilities of the social partnership of foreign higher education institutes with state institutions, social organizations, political and business structures are analyzed. The necessity to adapt and use the foreign experience of higher education institutes innovative development in the Russian conditions is grounded.
