Abstract.
The article basing on archival documents for the first time considers the problem of organizing struggle against social miseries in Penza province in the first half of the XIX century. Particular attention is paid to measures aimed at the prevention and cessation of epidemics. The conclusion is made that the practice of the implementation of these measures in the province was generally deprived of extremes, and it allowed avoiding civil commotions provoked by epidemics in several other regions of the Russian Empire (such as “cholera riots”).
