Abstract.
The article analyzes the delay in the building of the key metallurgical objects in the USSR typical for the industry development in the 1960s. As an example the author chooses the launch of the strip mill “2300/1700” at Chelyabinsk metallurgical plant, which was carried out with a 2,5-year delay from the deadline imposed by the state. According to the author, the basic causes of the delay are as follows: the reform of the building industry management that was implemented in the country in that period, the weakness of construction trusts and reducing investment in the industry.
