Abstract.
The problem of political stability occupies one of the central places in political science. This issue is particularly relevant in connection with the numerous political transits of the last decades and their results. The article is an attempt to identify the basic conditions for ensuring and maintenance of the stability of transforming political systems. The author suggests an approach, according to which it is necessary to focus on the institutional factor and the inextricably associated with it phenomenon of political culture in the process of searching for the solutions of this problem.
