Abstract.
In the article the question of the realization of the principle of legality is considered during the period of Moscow state. The material for research is legal acts in which the aspiration of central authorities to subordinate the activity of officials to law requirements in order to prevent arbitrariness, lawlessness and abuse is most distinctly traced.
