THE PECULIARITIES OF STRUCTURE FORMATION OF REGIONAL POLITICAL ELITE IN THE SYSTEM OF POST-SOVIET RUSSIA (1991-1999)

Abstract. The article reveals the peculiarities of the formation of regional political elite under the conditions of social-economic and political transformation of post-soviet Russia. The author pays special attention to the low level of the institutionalisation of political system that to a large extent conditioned the formation of the elite as the weakly consolidated conglomerate of closed structures with the focus on a local leader and the high degree of confrontation inside the structure.
