Abstract.
The author considers the problems of financing Moscow suburbs at the beginning of the XXth century, analyzes the character of the interactions of zemstvo and municipal local government institutions in the sphere of education, sanitation and fire precaution measures and pays special attention to the project of suburbs transfer from zemstvo under municipal institutions command. All this couldn't be realized due to the bureaucratic approach to decision making and the reduction of the revenue of the budgets of local government institutions under the conditions of the First World War.
