Abstract.
The article is devoted to the organization of law-enforcement bodies work on population attraction to law and order protection in Russia in 1917-1941. The author considers the effectiveness of public formations work on public order protection and struggle against criminality. In the work special attention is paid to the normative-legal regulation of the questions of citizens participation in providing public safety in Russia; police role in the organization of public formations activity of law-enforcement orientation is shown.
