GRAIN PROCUREMENTS PLANNING MECHANISM FROM 1932 HARVEST IN THE USSR

Abstract. The article is devoted to the characteristic of 1932 grain procurements planning mechanism from cereal harvest in the USSR. On the basis of the analysis of central archives documents, the materials of the international project of Federal Archival Agency Starvation in the USSR. 1929-1934 and published sources the author shows the participation of regional and union party authorities and I. V. Stalin in determining grain procurements volumes from 1932 harvest the realization of which lead to mass starvation in the first half of 1933.
