Abstract.
The author studies the municipal legislation of the Russian Empire in the last third of the XIXth century, analyzing financial and economic program implementation in Transbaikal cities comes to the conclusion that city regulations of 1870 and 1892, defining the municipal government's activity-related competence, allowed municipal authorities to improve and develop financial, economic and cultural spheres of the cities.
