Abstract. The author analyzes the Russian and Indian counter-terrorism experience, presents the basic normative-legal acts regulating counter-terrorism issues, describes Russian and Indian counter-terrorism structures and considers state and municipal authorities engaged in the prevention, control, minimization and mitigation of terrorist activity consequences.
