INTERNATIONAL-LEGAL LIABILITY OF STATES FOR INDIVIDUALS' ACTIONS

Abstract.
The author studies the conditions of the international-legal liability of states for individuals' actions within the conceptions of effective and general control, basing on international courts practice reveals the conditions and cases of effective and general state control tests implementation in respect of individuals' actions, and comes to the conclusion about the possibility of general control test implementation in the establishment of a state liability for individuals' actions within organized groups.
