Abstract. The author considers public officials' role in peasant social administration formation during the first years of 1861 reform, by archival material analysis shows the specificity of peasant social administration formation within Kursk province, studies in detail the functions and directions of public officials' activity, and also describes peasants' attitude to the reform, peasant self-administration establishment and public officials' activity during the first years of the reform.
