Abstract. Collegium about prisoners and refugees acting within Voronezh province during the Civil War dealt with the distribution, support, provision, evacuation and re-evacuation of war prisoners and refugees who returned from captivity, and carried out cultural-enlightening work among them. The authors for the first time consider the problem of medical-sanitary service and epidemic control actions undertaken by the organization among prisoners and refugees.
