Abstract. The authors for the first time consider the history of personnel training organization in the Russian Federation during state property privatization by the example of Voronezh region, pay attention to the general political situation during the period of the state formation in Russia, and publish previously unknown data of Territorial Administration Archive of the Ministry of Property Relations of the Russian Federation, concerning state property privatization within Voronezh region.
