Abstract.
The author reveals the conditions of local self-government pseudosphere formation in the legal state of liberal and conservative types, and shows that the functioning of local self-government bodies is determined by the set of legal norms and extra-legal norms, and the use of particular social norms depends on the dominance of spiritual or secular power, which determines the pseudosphere of local self-government.
