PROHIBITIONS AND RESTRICTIONS OF PRIVATE SECURITY ACTIVITY AS PROBLEM OF LEGAL REGULATION

Abstract.
The author studies the prohibitions and restrictions of private security activity, shows that the prohibitions concerning the armed security of the property situated within closed administrative-territorial units, the restrictions connected with the form of institutions, the establishment of branches and the legal capacity of the founder (participant) of a private security organization are groundless and contradict the fundamental principles of the civil legislation as well as create problems in the market of security services; and basing on the results of the study suggests the ways to solve the problems by making changes and amendments to the Federal Law On Private Detective and Security Activity in the Russian Federation.
