Abstract.
The author conducts the analysis of the key problems and contradictions of the Austrian policy in the sphere of education, as well as the discussions on the delineation of powers between the levels of governmental authorities in the federative state; and presents a new management model, developed by the Austrian specialists in the sphere of educational institutions management, and major political obstacles in the process of its implementation.
