FORMATION OF LEGAL FRAMEWORK OF STRUGGLE AGAINST DISSENT IN SOVIET RUSSIA

Abstract.
The author considers political and legal measures, which were taken by the authorities against non-Bolshevik movements and groups in the 1920s, pays special attention to the use of the legal measures of influence on the Mensheviks and members of the Socialist Revolutionary Party, analyzes the legal-administrative aspects of struggle against hostile parties and their ideology, and comes to the conclusion that the Bolsheviks considered the struggle against political opponents impossible and they also considered impractical to completely apply general legal norms, therefore they intensified repressive apparatus, which operated beyond the legal framework.
