FORMATION OF KOMSOMOL GROUPS FOR PUBLIC ORDER PROTECTION IN REGIONS, TERRITORIES AND REPUBLICS OF THE USSR (1954-1960)

Abstract. The author reveals the history of Komsomol operative voluntary citizen patrolmen movement formation in the Soviet Union in the second half of the 50s of the XX th century, analyzes and compares the processes of the movement development in Leningrad and Tambov regions, the autonomous region of Khakassia, the Tatar ASSR and the Kazakh SSR, and concludes that the formation of Komsomol groups for public order protection in the USSR to a greater extent became possible due to the active citizenship of the soviet youth and not to the directives of the party and Komsomol organs.
