MUNICIPAL PROPERTY PRIVATIZATION IN PENZA REGION DURING 1992-1993

Abstract.
The article, basing on the activity of the Councils and the administration of Penza region, considers a package of measures on the division of property and the implementation of small-scale privatization within the territory under their jurisdiction in 1992-1993. Particular attention is paid to the historical experience of municipal property transfer to private one, as well as the main trends and problems faced by the leadership of Penza region and its population during the market reforms of the 1990s in Russia.
