Abstract.
The article considers the problem of the observance of human and citizen rights and freedoms in the conditions of democratic transit. Using structural analysis different models of democratic transit are studied, and the influence of political culture and political traditions on this process is determined. Particular attention is paid to the legal specificity of social relations in the conditions of democratic transformations. The conclusion is made about the particular non-equivalence of human rights and the rights of citizens in doctrinal context.
