Abstract.
The article examines the original norms of the project of the Regulations of Kemerovo region adopted in the first reading in January, 1993. The document is under scientific analysis for the first time. The author pays special attention to the principles of the project, which are still relevant. To such he refers the regulation of political strike and consultative referendum, the involvement of public organizations into lawmaking process. The author believes that studying the statutory legislation of territories and regions in the period before the adoption of the Constitution of Russia of 1993 promotes the deeper understanding of the process of their development as the subjects of the Russian Federation.
