Abstract. The article examines the role of territorial public self-administration (TPS) as a form of the participation of population in the processes of regional self-administration. The paper reveals the essence of TPS as a form of the self-organization of citizens for the autonomous realization of their own initiatives in addressing the regional problems of local intra-city territory. The authors provide an analysis of the level of the information awareness of population on TPS movement and activity in the city of Perm. The researchers reveal problems in TPS activity interfering with the development of the civil initiative of population on addressing regional issues; they formulate recommendations on raising the level of the political and financial autonomy of TPS functioning.
