RIGHT TO PARTICIPATE IN LOCAL GOVERNMENT FORMATION: MAIN ESSENTIAL FEATURES

Abstract.
In the article the main theoretical aspects concerning the essence of the right of citizens and their associations to take part in the formation of local government bodies are considered. The author analyzes the correlation of this right with the right to realize local government, identifies the features of the institutionalization of the considered right in the Russian state-legal system, practical problems connected one way or another with this right enforcement and suggests his own definition of the right of citizens and their associations to participate in local government bodies formation.
