Abstract. The activity of Pandita Hambo Lamas in Russia determined by the adopted by them program depended in many ways on the religious policy of the state combining two ambivalent lines: pragmatic, flexible, providing stability in peripheral regions, and aggressive, which was characterized by aspiration to strengthen the submission of Church to the state by strict ideological and repressive measures. The implementation of the program depended on the unity and good organization of the religious community, whose important driving and at the same time legitimizing force was the institution of Pandita Hambo Lamas.
