WAR IN THE XXI CENTURY AND NEW SEMANTICS OF THE RUSSIAN MILITARY DOCTRINE

Abstract.
The author believes that the understanding of the essence of war influences cardinally military organization, he emphasizes the necessity to comprehend what changes and what remains the same in the wars of the XXI century. Relying on the modern conceptions of the foreign and Russian researchers on war and military conflicts the author concludes on the changing essence of war. The paper claims that Russia also has to take into account typical for the world politics tension in various spheres of intergovernmental and interregional interaction, contest of values and developmental models, tendencies for the military solution of existing conflicts. Taking into account all the mentioned facts and the changing external and internal characteristics of war, the Russian state modifies its military policy.
