CAPITAL URBAN PLANNING AS EXCEPTION IN NORMATIVE REGULATION OF SETTLEMENTS IN RUSSIA IN THE XIX CENTURY

Abstract.
The article is the first one in the series of the materials, which will be devoted to the role and volume of exceptional normative regulation in the history of the urban planning of Russia. The author considers norms-exceptions in the group of the general norms that regulated urban planning in the Russian Empire. The peculiarities of the normative material concerning the construction of Saint-Petersburg and Moscow are examined. As the basic document the version of the Building Code of the middle of the XIX century is analyzed. The conclusion is made on the advanced character of the norms under consideration in comparison with the All-Russian ones both in content and formal aspects.
