Abstract.
The article evaluates the level of efficiency and state of the local bodies of power of Voronezh province in the years of the Civil War. The author examines the structure, social characteristics, specifics of the organizational arrangement and conditions of the functioning of the local Soviets. The paper analyzes the intricate combination of political interactions between the local and central authorities, the local bodies of power of different levels, the local bodies of power and the local population.
