Abstract.
On the basis of the previously unexplored materials of the British press the author examines the position of zemstvos in relation to Bulygin Duma project of 1905. Foreign correspondents responded positively to the idea of the possible participation of zemstvos representatives in the work of the governmental commission but the refusal of the authorities to take into account the opinion of the wide strata of the society they considered as a non-constructive step. Following the promulgation of the Manifesto on Bulygin Duma convocation British journalists voiced the hope that the project, which did not meet the aspirations of the society, finally would not be realized.
